Department may issue driver's licenses or permits to minors under 18 years old if they meet one of eight conditions, including high school completion, enrollment in accredited schools, or vocational/job training programs, with requirement to maintain satisfactory academic progress.

Applicants under 18 must provide written verification of compliance with attendance and academic progress requirements from their school district or private school, which cannot refuse to provide such verification.

School principals or their designees must provide written notification to students and parents of intent to suspend driving privileges for dropping out of school, with 15 calendar days to request a hearing before suspension.

School principals may waive requirements for minors experiencing personal or family hardship requiring a driver's license for employment or medical care, considering input from teachers and school officials.

Department shall reinstate driving privileges upon written verification that reinstatement fees are paid and student complies with requirements; if student later falls out of compliance, suspension continues until age 18 or requirements are satisfied.
