Repeals Section 33-1004G of Idaho Code relating to an early retirement incentive program that previously excluded administrative staff.

Allows school districts to employ retired teachers and administrators receiving public employee retirement system benefits as at-will employees, except those who received early retirement program benefits under the repealed section.

Retired employees accrue one day per month of sick leave with no annual accumulation unless negotiated separately; accrued sick leave does not qualify for unused sick leave benefits.

School districts are not required to provide health insurance or life insurance to retired employees, though post-termination benefits may be negotiated at time of rehiring without affecting public employee retirement system provisions.

Declares an emergency, making the act effective upon passage and approval.
