Amends Idaho Code Section 33-1002B to establish education service requirements and funding provisions for out-of-state students residing in licensed residential facilities within Idaho.

Requires local school districts to provide education services to special education students from outside Idaho with severe disabilities if requested by the residential facility, subject to contract negotiations that specify services and full cost payment by the facility.

Allows local school districts to optionally provide education services to nonspecial education students from outside Idaho residing in licensed residential facilities, with contracts specifying services and full cost payment by the facility.

Excludes all out-of-state students served under these provisions from average daily attendance counts and state funding distribution calculations to prevent state funding impact on local districts.

Requires local school districts to receive input on any federally required education plans for out-of-state special education students before services are provided.
