Amends Section 1, Chapter 278, Laws of 2012 to revise appropriations to the Regulatory Boards for fiscal year 2013 (July 1, 2012 through June 30, 2013).

Reduces Bureau of Occupational Licenses operating expenditures from $1,142,000 to $1,267,000 and capital outlay from $1,250,000 to $700, resulting in a net decrease of $1,125,000 in total appropriations.

Grand total appropriation to all Regulatory Boards from State Regulatory Fund is $6,404,200, down from the previously appropriated amount.

Provides appropriations for five regulatory entities: Board of Accountancy ($509,700), Board of Professional Engineers & Land Surveyors ($586,400), Bureau of Occupational Licenses ($3,311,900), Outfitters and Guides Licensing Board ($550,500), and Real Estate Commission ($1,445,700).

Declares an emergency, making the act effective upon passage and approval.
