Changes Chapter 31, Title 39 heading from "Regional Mental Health Services" to "Regional Mental Behavioral Health Services" to reflect integrated mental health and substance use disorder services.

Establishes seven regional behavioral health boards organized by judicial district as governmental entities (not state agencies) with authority to provide community recovery support services including housing, employment, prevention activities, and peer support.

Designates the Idaho Department of Health and Welfare as the state behavioral health authority responsible for mental health and substance use disorder services, with oversight by a state behavioral health planning council comprised of consumers, families, and professionals.

Increases regional behavioral health board membership from 17 to 22 members, including consumers, parents, mental health and substance use disorder providers, education and justice system representatives, and hospital/physician representatives.

Authorizes regional behavioral health centers to provide or arrange comprehensive services including emergency evaluation and intervention, outpatient treatment, psychiatric services, case management, residential care, and intensive community support for individuals with serious mental illness and substance use disorders.
