Defines "first responder" as a law enforcement officer, firefighter, emergency medical services provider, coroner, or other emergency rescuer.

Requires first responders and hospitals to conduct reasonable searches for documents of gift or donor refusal information on individuals who are dead or near death.

Mandates that when an individual is identified as a donor, the person determining death must notify the Idaho State Communication Center as soon as reasonably possible with the deceased's location, name, and date of birth if known.

Requires the Idaho State Communication Center to notify the appropriate organ procurement organization, tissue bank, or eye bank as soon as reasonably possible.

Protects persons from criminal or civil liability for failing to discharge duties under this section, though they may be subject to administrative sanctions.
