Increases maximum aggregate value of merchandise for raffles requiring a license from $5,000 to $15,000 before charitable or nonprofit organizations must obtain a license.

Removes reference to "holiday Christmas tree fundraisers" from raffle definitions while maintaining restrictions and requirements applicable to duck races and other raffle operations.

Modifies bingo-raffle advisory board membership requirements to include experience in administrating, conducting or regulating bingo or raffle operations; changes board reporting requirements to provide final annual report to governor and legislative leadership.

Revises accounting and record-keeping requirements for bingo proceeds, including changing record retention period from three to five years and clarifying electronic transfer procedures from bingo accounts to governmental agencies.
