Appropriates $13,242,800 to the Office of Species Conservation for fiscal year 2014 (July 1, 2013 through June 30, 2014) from General Fund ($478,300), Miscellaneous Revenue Fund ($15,000), and Federal Grant Fund ($12,749,500).

Limits the Office of Species Conservation to no more than 12 full-time equivalent positions during the fiscal year 2014 period, unless specifically authorized by the Governor.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any increased positions authorized by the Governor.

Encourages agency directors to use salary savings from turnover, attrition, or operational efficiencies to provide merit increases for deserving employees and those below policy compensation levels.

Directs agencies to use one-time funding for one-time payments and ongoing funding for permanent pay increases.
