Appropriates $1,418,000 to the Office of Energy Resources for fiscal year 2014 (July 1, 2013 through June 30, 2014), with $773,000 for personnel costs and $645,000 for operating expenditures from five fund sources.

Limits the Office of Energy Resources to no more than 10 full-time equivalent positions during fiscal year 2014, unless specifically authorized by the Governor with notice to the Joint Finance-Appropriations Committee.

Reappropriates unexpended and unencumbered balances of American Reinvestment Fund moneys and stimulus-related Indirect Cost Recovery Fund moneys from fiscal year 2013 for nonrecurring expenditures only.

Directs agency directors and the Division of Financial Management to use salary savings from turnover, attrition, or reorganization efforts to fund merit increases and compensation adjustments for deserving and below-policy employees.
