Appropriates $89,045,400 to the Department of Fish and Game for fiscal year 2014 (July 1, 2013 through June 30, 2014) across seven operational programs: Administration, Enforcement, Fisheries, Wildlife, Communications, Engineering, and Winter Feeding and Habitat Improvement.

Funds are allocated from multiple sources including Fish and Game Licenses Fund, Fish and Game Other Fund, Fish and Game Set-Aside Funds, Expendable Big Game Depredation Fund, Fish and Game Expendable Trust Fund, Fish and Game Nonexpendable Trust Fund, and Fish and Game Federal Fund.

Authorizes the Department of Fish and Game no more than 567 full-time equivalent positions during the fiscal year period, with the Governor authorized to increase positions if needed and the Joint Finance-Appropriations Committee to be notified promptly of any increases.

Encourages agency directors and the Division of Financial Management to use salary savings from turnover, attrition, innovation, and reorganization efforts to provide merit increases for deserving employees and target employees below policy compensation levels.

Directs agencies to use one-time funding sources for one-time payments and ongoing funding sources for permanent pay increases.
