Appropriates $4,507,600 to the Commission for the Blind and Visually Impaired for fiscal year 2014 (July 1, 2013 through June 30, 2014) from multiple funding sources including General Fund ($1,282,800), Federal Grant Fund ($2,850,900), and four other funds.

Allocates appropriated funds across three expense categories: Personnel Costs ($2,416,200), Operating Expenditures ($756,300), and Trustee and Benefit Payments ($1,335,100).

Authorizes the Commission no more than 39.12 full-time equivalent positions during the fiscal year, with any increases beyond this limit requiring Governor approval and prompt notification to the Joint Finance-Appropriations Committee.

Directs agency directors and the Division of Financial Management to prioritize investing salary savings from turnover, attrition, or reorganization efforts into merit increases and compensation adjustments for deserving employees and those below policy compensation levels.

Requires agencies to use one-time funding for one-time employee payments and ongoing funding for permanent pay increases.
