Appropriates $24,474,700 to the University of Idaho Board of Regents for the Agricultural Research and Cooperative Extension Service for fiscal year 2014 (July 1, 2013 – June 30, 2014), comprised of $21,553,400 from the General Fund for personnel costs, $2,369,300 from the General Fund for operating expenditures, $500,000 from the General Fund for capital outlay, and $52,000 from the Equine Education Fund for operating expenditures.

Encourages agency directors and the Division of Financial Management to use salary savings from turnover, attrition, or reorganization to provide merit increases and target employees below policy compensation levels, using one-time funding for one-time payments and ongoing funding for permanent pay increases.

Exempts the Agricultural Research and Cooperative Extension Service from Section 67-3511 (1) and (3) of the Idaho Code for fiscal year 2014, allowing unlimited transfers between object codes while prohibiting transfers between different funds unless expressly approved by the Legislature.

Reappropriates any unexpended and unencumbered balances of dedicated funds and federal funds appropriated for fiscal year 2013 to the Agricultural Research and Cooperative Extension Service for nonrecurring expenditures through June 30, 2014.
