School district boards of trustees must negotiate in good faith with local education organizations representing a majority of professional employees on matters specified in negotiation agreements.

Either party may request negotiations, and upon request the local education organization must provide written evidence that it represents 50% plus one (1) of professional employees; the board may require this verification on an annual basis prior to negotiations.

Accurate records and minutes of negotiation proceedings must be kept and made available for public inspection at the school district office during normal business hours.

Joint ratification of all final settlement offers must occur in open meetings, with each party providing written evidence confirming majority ratification has been achieved.

Negotiations shall only occur between the respective designated representatives of the school district and the local education organization, which serves as the exclusive representative for all professional employees in the district.
