Appropriates $58,738,300 to the Division of Professional-Technical Education for fiscal year 2014 (July 1, 2013 through June 30, 2014) across five program categories: State Leadership & Technical Assistance, General Programs, Postsecondary Programs, Underprepared Adults/Displaced Homemakers, and Related Services.

Funds include $34,575,000 for personnel costs, $4,122,000 for operating expenditures, $172,000 for capital outlay, and $19,869,300 for trustee and benefit payments from General Fund, Federal Grant Fund, and other dedicated sources.

Directs agency directors and the Division of Financial Management to prioritize using salary savings from turnover, attrition, and reorganization efforts to provide merit increases or ongoing pay raises for deserving employees and those below policy compensation levels.

Exempts the Postsecondary Program from Idaho Code Section 67-3511 provisions, allowing unlimited transfers between budget object codes for fiscal year 2014, while prohibiting transfers between different funds without explicit legislative approval.

Reappropriates any unexpended and unencumbered balances from dedicated funds and federal funds appropriated for fiscal year 2013 for use in nonrecurring expenditures through June 30, 2014.
