Appropriates $6,482,600 to five regulatory boards for fiscal year 2014 (July 1, 2013 through June 30, 2014), including the Board of Accountancy ($512,200), Board of Professional Engineers & Land Surveyors ($564,900), Bureau of Occupational Licenses ($3,394,600), Outfitters and Guides Licensing Board ($555,100), and Real Estate Commission ($1,455,800).

Authorizes the Regulatory Boards to employ no more than 65 full-time equivalent positions during the fiscal year, with any increases requiring Governor approval and notification to the Joint Finance-Appropriations Committee.

Directs agency directors and the Division of Financial Management to use salary savings from turnover, attrition, or operational efficiencies to fund merit increases and target compensation adjustments for deserving employees and those below policy compensation levels.

Specifies that agencies must use one-time funding for one-time payments and ongoing funding for permanent pay increases.
