Appropriates $236,100 to the Commission on Hispanic Affairs for fiscal year 2014 (July 1, 2013 through June 30, 2014), comprised of $160,900 for personnel costs and $75,200 for operating expenditures from General Fund, Miscellaneous Revenue Fund, and Federal Grant Fund sources.

Authorizes the Commission on Hispanic Affairs a maximum of three (3) full-time equivalent positions during the fiscal year 2014 period, unless specifically authorized by the Governor, with prompt notification required to the Joint Finance-Appropriations Committee for any increased positions.

Encourages agency directors and the Division of Financial Management to use salary savings from turnover, attrition, or operational efficiencies to provide merit increases and address employees below policy compensation levels.

Requires agencies to use one-time funding for one-time merit payments and ongoing funding for permanent pay increases.
