Requires submission of brain tissue from at least 50% of domestic cervidae 16 months of age or older that die or are harvested on farms or ranches to official laboratories for chronic wasting disease (CWD) testing, with reindeer and fallow deer exempt unless part of a CWD positive, exposed, trace, source, suspect herd or elk herd.

Mandates inventory and facility inspections of domestic cervidae farms and ranches at least once every five years, with inspections allowed at more frequent intervals if requested by a cervidae producer.

Establishes annual fees of $59.00 per head for domestic cervidae (except $9.00 per head for fallow deer and reindeer) due January 1, applied to all animals present December 31 and those that die or are harvested during the calendar year.

Imposes import fees of $10.00 per head (due December 31 of import year) and export fees of $50.00 per head (due December 31 of export year), with exemptions for cervidae going directly to approved or custom exempt slaughter establishments.

Requires transfer fees of $10.00 per head (due December 31) for cervidae changing ownership between producers within the state, and allows fee payment by cash, check, debit card, or credit card through electronic and telephonic means; all collected fees must be used solely for disease prevention, control, eradication, inspection, and program administration.
