Appropriates $1,950,400 to the Secretary of State for fiscal year 2014 (July 1, 2013 through June 30, 2014), consisting of $1,671,100 for personnel costs and $279,300 for operating expenditures.

Appropriates $41,000 to the Commission on Uniform Laws for operating expenditures.

Limits the Secretary of State to no more than 27 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any authorized increases.

Directs agency directors and the Division of Financial Management to use salary savings from turnover, attrition, or operational efficiencies to fund merit increases for deserving employees and to bring employees below policy compensation levels up to policy.

Requires agencies to use one-time funding sources for one-time merit payments and ongoing funding sources for permanent pay increases.
