Appropriates $7,935,200 to Idaho Public Television for fiscal year 2014 (July 1, 2013 through June 30, 2014) from General Fund ($1,826,800), Miscellaneous Revenue Fund ($5,981,400), and Federal Grant Fund ($127,000)

Limits Idaho Public Television to no more than 59 full-time equivalent positions during the fiscal year unless specifically authorized by the Governor

Requires the Joint Finance-Appropriations Committee to be notified promptly of any positions authorized above the 59 limit

Encourages agency directors to use salary savings from turnover, attrition, or reorganization to provide merit increases and address below-policy compensation levels

Directs agencies to use one-time funding for one-time payments and ongoing funding for permanent pay increases
