Appropriates $2,699,000 to the Soil and Water Conservation Commission for fiscal year 2014 (July 1, 2013 through June 30, 2014) from General Fund ($2,357,000), Administration and Accounting Services Fund ($20,000), Resource Conservation and Rangeland Development Fund ($292,000), and Clean Water Revolving Loan Fund ($30,000)

Limits the Soil and Water Conservation Commission to no more than 16 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor

Requires the Joint Finance-Appropriations Committee to be notified promptly of any increased positions authorized by the Governor

Encourages agency directors and the Division of Financial Management to use salary savings from turnover, attrition, or reorganization to provide merit increases and target compensation adjustments for deserving employees

Directs agencies to use one-time funding for one-time payments and ongoing funding for permanent pay increases
