Appropriates $35,788,500 to the Department of Agriculture for fiscal year 2014 (July 1, 2013 - June 30, 2014) across eight divisions: Administration, Animal Industries, Agricultural Resources, Plant Industries, Agricultural Inspections, Market Development, Animal Damage Control, and Sheep and Goat Health Board.

Authorizes the Department of Agriculture to maintain no more than 189.05 full-time equivalent positions during fiscal year 2014, with any increases requiring specific Governor authorization and prompt notification to the Joint Finance-Appropriations Committee.

Directs the Department of Agriculture to collaborate with the Department of Fish and Game to fund up to $100,000 for a project evaluating and monitoring the impacts of raven control on sage grouse survival.

Encourages agency directors and the Division of Financial Management to use salary savings from turnover, attrition, and reorganization efforts to provide merit increases and target below-policy compensation employees, using one-time funding for one-time payments and ongoing funding for permanent pay increases.
