Appropriates $33,446,900 to the Department of Parks and Recreation for fiscal year 2014 (July 1, 2013 through June 30, 2014), distributed across Management Services ($13,516,600), Park Operations ($16,846,300), and Capital Development ($3,084,000).

Authorizes the department to employ no more than 143.5 full-time equivalent positions during the fiscal year, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Permits trustee and benefit payments for project grants in Management Services to be transferred to Capital Development Program without standard transfer limitations to reflect awarded project grants.

Reappropriates any unexpended and unencumbered balances from the Capital Development Program for fiscal year 2013 for nonrecurring expenditures in that program during fiscal year 2014.

Designates $1,300,000 from the Recreational Vehicle Registration Fund for phase two of Farragut State Park's sewage collection system, superseding grant provisions in Idaho Code Section 67-4223(5).

Encourages agency directors to use salary savings from turnover, attrition, or reorganization for merit increases and compensation adjustments for deserving employees, using one-time funding for one-time payments and ongoing funding for permanent raises.
