Appropriates $8,462,300 in additional funds to the Department of Correction for fiscal year 2013 (July 1, 2012 - June 30, 2013) across multiple divisions including Management Services, State Prisons, County & Out-of-State Placement, Education & Treatment, and Medical Services.

Authorizes an increase of 29 full-time equivalent positions for the Department of Correction for fiscal year 2013.

Appropriates $199,679,400 to the Department of Correction for fiscal year 2014 (July 1, 2013 - June 30, 2014) and limits the department to a maximum of 1,592.93 full-time equivalent positions unless specifically authorized by the Governor.

Exempts General Fund moneys appropriated to Private Prisons, County and Out-of-State Placement, Correctional Alternative Placement, and Medical Services programs from standard program transfer limitations, allowing unlimited transfers between these programs for fiscal year 2014.

Encourages agency directors to use salary savings from turnover and attrition to provide merit increases and target compensation improvements for deserving and below-policy employees, with guidance to use one-time funding for one-time payments and ongoing funding for permanent pay increases.
