Appropriates $11,518,000 total for health education programs for fiscal year 2014 (July 1, 2013 through June 30, 2014), distributed across seven programs including Washington-Idaho Veterinary Education ($1,955,800), WWAMI Medical Education ($4,250,700), Idaho Dental Education ($1,643,000), University of Utah Medical Education ($1,283,200), Family Medical Residencies ($2,023,900), Boise Internal Medicine ($240,000), and Psychiatry Education ($121,400).

Authorizes no more than 21.3 full-time equivalent positions at any point during the fiscal year, with any increases requiring specific authorization by the Governor and notification to the Joint Finance-Appropriations Committee.

Encourages agency directors and institution executives to use salary savings from turnover, attrition, and reorganization to provide merit increases and target below-policy compensation employees, while cautioning that one-time funding be used for one-time payments and ongoing funding for permanent pay increases.

Exempts the WWAMI Medical Education Program from limitations on transfers between object codes for dedicated fund moneys, allowing unlimited transfers while prohibiting transfers between different funds without express legislative approval.

Reappropriates any unexpended and unencumbered dedicated fund balances from fiscal year 2013 for the WWAMI Medical Education Program and Idaho Dental Education Program to be used for nonrecurring expenditures during fiscal year 2014.
