Revises the Idaho State Lottery statute to clarify that lottery operations must be consistent with Idaho Constitution Section 20, Article III, and explicitly prohibits video gaming machines in state lottery games.

Authorizes Indian tribes to amend existing gaming compacts to conduct tribal video gaming machines, with limits on machine numbers: number possessed as of January 1, 2002, plus 25% of that number over ten years, with annual increases not exceeding 5%.

Requires tribes to contribute 5% of annual net gaming income to local educational programs and schools on or near reservations and prohibits gaming outside Indian lands.

Creates new Section 67-429D authorizing members of the constitutional defense council to pursue declaratory judgment actions to determine whether tribal video gaming machine provisions violate Idaho Constitution Section 20, Article III, with authorization to use the constitutional defense council fund for legal costs.

Adds technical corrections and clarifications throughout gaming statutes and includes a severability clause.
