Appropriates $465,902,000 to Idaho's higher education system for fiscal year 2014 (July 1, 2013 through June 30, 2014), distributed among Boise State University ($152.8 million), Idaho State University ($123 million), University of Idaho ($157 million), Lewis-Clark State College ($27.3 million), and systemwide programs ($5.9 million).

Encourages institutions to use salary savings from turnover and attrition to fund merit increases and target raises for employees below policy compensation levels, distinguishing between one-time payments and permanent pay increases.

Allocates $1,365,400 for enrollment workload adjustment costs, approximately $1,435,500 for Higher Education Research Council missions including infrastructure and matching grants, and up to $942,600 for instructional technology projects and the Idaho Electronic Campus.

Authorizes up to $2,000,000 in competitive university research funding under the Higher Education Research Council to support the Idaho Global Entrepreneurial Mission (IGEM) University Research Initiative, with the State Board of Education to report on fund allocation by February 1, 2014.

Grants unlimited transfer authority between object codes and programs within appropriated funds, while prohibiting transfers between different fund sources without express legislative approval.
