Repeals Section 18-603, which prohibited advertising medicines or means for preventing conception or facilitating miscarriage or abortion.

Amends Section 18-606 to clarify penalties for unlawful abortion and accomplices, establishing felony charges with fines up to $5,000 and/or 1-5 years imprisonment, while exempting hospital and healthcare personnel acting in good faith on physician direction.

Adds new Section 18-607A establishing requirements for medical abortion using abortifacients (mifepristone, misoprostol, or similar medications), including physician qualifications, emergency care capabilities, patient examination requirements, and compliance with FDA drug labels and American College of Obstetricians and Gynecologists protocols.

Amends Section 18-608 to permit second and third trimester abortions in a physician's regular office or clinic (in addition to hospitals) under specified conditions, including staffing, equipment, and hospital arrangement requirements.

Provides exemption from medical abortion protocol requirements when a physician determines that a non-medical abortion would endanger a woman's life due to physical disorder, illness, injury, or pregnancy-related conditions.
