Appropriates $1,598,156,500 from multiple fund sources to the Public Schools Educational Support Program for fiscal year 2014, including $1,308,365,400 from the General Fund and $215,223,500 in federal grants.

Amends teacher and administrator salary provisions by restoring two years of experience on the multiplier table and increasing the minimum instructional staff salary from $30,500 to $31,000.

Directs use of $10,500,000 for reading and math initiatives, $4,000,000 for limited English proficiency programs, $10,400,000 for technology infrastructure, and $4,500,000 for instructional management system maintenance.

Allows 67% of School District Building Account funds to be used as discretionary funds and temporarily relieves the state from providing 67% of school maintenance matching funds.

Grants the State Department of Education authority to transfer appropriations between five divisions of the Public Schools Educational Support Program to comply with public school funding provisions.
