Authorizes the Legislative Council to appoint a committee to monitor the 2012 Integrated State Energy Plan and related energy, environment, and technology issues at state and federal levels.

Committee shall monitor power generation needs, protect citizen health and safety, review oil and natural gas issues, and recommend changes to state law and the energy plan as needed.

Establishes that the committee has met for the past sixteen years and revised the 2007 Integrated State Energy Plan in 2011, with the 2012 plan serving as a living document to ensure Idaho's future power needs are met.

Allows nonlegislative members to be appointed by committee cochairs to provide input and advice, but prohibits them from receiving legislative reimbursement or voting on recommendations and proposed legislation.

Committee shall submit a progress report to the Second Regular Session of the Sixty-second Idaho Legislature and final findings and recommendations to the First Regular Session of the Sixty-third Idaho Legislature.
