Adds Joint Rule 21 to the Idaho Joint Rules establishing procedures for recording and live streaming of all Senate and House chamber proceedings and committee meetings by authorized designees

Allows either chamber to suspend or end recording and live streaming by affirmative vote; allows individual committees to suspend or end recording at committee chair discretion or by affirmative committee vote

Prohibits use of recordings for commercial or political purposes without express authorization from majority or minority leadership of the affected body

Requires the Director of Legislative Services to maintain all recordings for two years, then transfer them to the state archivist; designates all recordings as property of the Idaho Legislature with all copyright rights reserved

Specifies that individual statements during proceedings represent only the speaker's position, not legislative intent of the body as a whole, and that recordings cannot substitute for the official Journal as required by state constitution
