Emphasizes taxpayer interest in ensuring SNAP benefits purchase fresh, healthy food meeting nutritional standards rather than items contributing to health issues and higher medical expenses.

Directs the Idaho Secretary of the Senate to forward the memorial to the President, congressional leadership, Idaho's congressional delegation, and the U.S. Departments of Agriculture and Health and Human Services.
