Amends Section 1, Article XIV of the Idaho Constitution to expand military duty requirements from "able-bodied male persons, between the ages of eighteen and forty-five years" to "all able-bodied persons, residents of this state, age eighteen years or older"

Removes the upper age limit of forty-five years for military service eligibility

Removes gender-based restrictions, making military duty applicable to all persons regardless of sex

Preserves existing exemptions for persons with conscientious scruples against bearing arms, who may pay an equivalent amount into their county school fund instead

Directs the Legislative Council to prepare required statements and the Secretary of State to publish the proposed amendment for voter consideration at the next general election
