Amends Section 37-2709, Idaho Code to revise the Schedule III controlled substances list, including depressants, stimulants, narcotic drugs, anabolic steroids, and hallucinogenic substances.

Adds ketamine and its salts and isomers to Schedule III depressants, with notation that it may also be known as (+/-)-2-(2-chlorophenyl)-2-(methylamino)-cyclohexanone.

Establishes that any person is guilty of a felony who prescribes, dispenses, manufactures or possesses anabolic steroids or human growth hormones for purposes of enhancing performance in exercise or sports without medical necessity as determined by a physician.

Amends Section 37-2711, Idaho Code to revise the Schedule IV controlled substances list, including narcotic drugs, depressants, stimulants, and other substances like pentazocine and fospropofol.

Allows the board to except by rule any compound, mixture, or preparation containing Schedule III or IV depressants or stimulants from controlled substance regulations if they contain active medicinal ingredients that vitiate the potential for abuse.
