Revises the Driving Businesses Licensure Board composition to require four (4) licensed members with at least five (5) years in the driving business and one (1) public member who has been a customer of private driver education.

Removes the July 1, 2010 effective date for apprenticeship training requirements and allows the board to waive the 60-hour classroom and 108-hour behind-the-wheel apprenticeship training as a whole or in part for applicants with equivalent instructor licenses from other states or requisite training and experience.

Requires applicants seeking waivers to submit supporting documentation with their application and meet all other chapter and board rule requirements.

Mandates that instructors previously licensed without satisfactory fingerprint-based criminal history checks must obtain and submit the required check by their first license renewal after the act's effective date.

Declares the act an emergency measure effective upon passage and approval.
