Removes the reference to fifty-five dollars ($55.00) per day as the minimum pay for National Guard personnel ordered on active duty in service of the state.

National Guard enlisted personnel, commissioned officers, and warrant officers will now be entitled only to the same pay as like grade and length of service in the armed forces of the United States.

Maintains that National Guard members remain entitled to the same allowances as comparable U.S. armed forces personnel and per diem for lodging or meals when the state cannot provide them.

Preserves the adjutant general's authority to make all pay and allowance payments and prohibits deductions for civil character dues or financial obligations.

Allows National Guard members to accept greater pay and allowances from other government departments or agencies through cooperative agreements.
