Amends Idaho Code Section 46-604 to clarify that the Idaho National Guard counterdrug support program and Idaho Military Division are deemed state law enforcement agencies when authorized by the governor to assist in drug interdiction under 32 U.S.C. 112 and the Idaho drug interdiction and counterdrug activities plan.

Allows the Idaho National Guard counterdrug support program to assist federal and state law enforcement agencies in interdicting controlled substance importation into the state when authorized or directed by the governor.

Enables the Idaho National Guard counterdrug support program and Idaho Military Division to participate in sharing property seized or forfeited and receive property and revenues pursuant to federal law and Idaho Code Section 37-2744.

Maintains existing provisions requiring military personnel commanded into state active service to cooperate with civil officers while preserving sole military command authority over tactical direction, force levels, and means of accomplishing civil officials' objectives.
