Revises the Idaho Forest Products Commission composition to include five voting members: four district members (one from each of four designated districts) and one at-large member, effective July 1, 2014.

Establishes permanent advisory members including the director of the department of lands, a U.S. Forest Service representative, the University of Idaho dean of natural resources, and representatives from the Idaho departments of commerce and agriculture with marketing expertise.

Requires at least one commission member with demonstrated experience in communications or natural resource education to ensure equitable representation across timber growing, logging, transportation, and manufacturing segments.

Maintains assessment authorities for forest products manufacturers (up to 50¢ per thousand board feet), timber harvest and transport businesses (up to $25 per employee), and private forest land owners (up to 16.66¢ per acre).

Declares an emergency, making the act effective immediately upon passage and approval.
