Historic horse racing terminals shall be operated only by cash or cash vouchers and are prohibited from operating by debit cards, credit cards, or any means of debt accumulation.

At least 89% of gross daily receipts from historical horse race wagering shall be distributed to wagering pools for reserves and payoffs to winning bettors.

1.50% of gross daily receipts shall be distributed to the Idaho state racing commission, including allocations for the racing commission account (0.50%), track distribution account (0.20%), breed distribution account (0.20%), public school income fund (0.50%), and Idaho horse council youth programs account (0.10%).

Each licensee must enter into an agreement with a horsemen's group establishing the percentage of historical horse race wagering handle dedicated to live horse race purse structure.

A historical horse race purse moneys fund is created in the state treasury to hold all purse moneys accrued under horsemen's agreements, with perpetual appropriation to the racing commission for distribution according to agreement provisions.
