House Bill 389 - Vehicle Code Amendments

• Revises definitions in Idaho vehicle code for major component parts, vehicles, and related terms, with expanded definitions for assembled vehicles, rebuilt salvage vehicles, and specialty off-highway vehicles

• Modifies special license plate program discontinuation provisions, allowing existing plates to be renewed through their seven (7) year validity period even if fewer than 1,000 plates are issued annually in any two consecutive years

• Updates salvage vehicle title procedures to include references to electronic ownership documents and the National Motor Vehicle Title Information System, with requirements that brands be carried forward on all subsequent titles

• Clarifies application requirements for vehicle registration and titling, including provisions for electronic ownership records, temporary registration permits, and certificates of title with technical corrections throughout

• Removes reference to rowboats from vessel titling requirements and makes technical corrections to language regarding registration validation stickers, abandoned vehicle trust accounts, and various other motor vehicle provisions
