Adds "psychiatry and its subspecialties" to the list of acceptable medical specialties for both J-1 visa waiver and national interest waiver petitioning physicians, joining family medicine, internal medicine, pediatrics, obstetrics and gynecology, and general surgery.

Expands national interest waiver physician recommendation requirements from one residency program recommendation to two total recommendations: one from residency program and one from a previous employer if applicable.

Modifies the definition of "area of underservice" to explicitly include physician scarcity areas as determined by the Centers for Medicaid and Medicare Services for placement of national interest waiver petitioning physicians.

Clarifies that national interest waiver physicians may qualify for a 3-year service requirement under applicable federal rules and regulations or when transferring from another area of underservice, instead of the standard 5-year requirement.

Makes technical corrections to language in employment contract provisions, including replacing "herein" with specific statutory references and correcting pronouns.
