Amends Idaho Code Section 54-5502 to add new definitions including "estimated due date," "licensed health care provider," and clarifies existing definitions related to midwifery organizations and credentials.

Revises Section 54-5505 to allow midwives to obtain and administer specific medications including oxytocin, cytotec, oxygen, antibiotics, epinephrine, intravenous fluids, vitamin K, and eye prophylactics during the practice of midwifery.

Establishes detailed scope and practice standards prohibiting midwives from providing care to clients with conditions such as placental abnormality, multiple gestation, noncephalic presentation, birth before 37 0/7 weeks or after 42 0/7 weeks gestational age, multiple prior cesarean sections, and HIV positive status.

Requires midwives to recommend physician evaluation for clients with treatable conditions including diabetes, thyroid disease, epilepsy, hypertension, cardiac disease, pulmonary disease, and renal disease unless those conditions are being managed by a licensed health care provider.

Extends the sunset date in Section 37, Chapter 79, Laws of 2010 from July 1, 2014 to July 1, 2024, allowing temporary midwifery provisions to remain in effect.
