• Creates new Idaho 4-H special license plates available to vehicle owners registered under standard provisions, excluding vehicles over 26,000 pounds gross weight.

• Establishes initial fee of $35.00 and annual renewal fee of $25.00 for Idaho 4-H plates, with $13.00 of initial and $13.00 of renewal fees deposited to state highway account for program administration.

• Directs $22.00 of each initial fee and $12.00 of each renewal fee to University of Idaho Foundation, Friends of 4-H Division, for youth development programs including educational events, scholarships, leadership training, and STEM-based curriculum initiatives.

• Effective date: January 1, 2015.
