Creates the Idaho Wolf Depredation Control Board composed of five members (directors of agriculture and fish and game, plus three governor-appointed representatives from sportsmen, livestock industry, and public) to direct and manage wolf depredation control funds.

Establishes the Wolf Control Fund with three subaccounts (livestock assessments, fish and game fund transfers, and other money) and a Wolf Control Secondary Fund to maintain a minimum $110,000 balance for livestock assessment deposits beginning in fiscal year 2015.

Requires the State Brand Inspector to collect $25 per brand renewal (increased from previous amount) as a wolf control assessment, and the Idaho Sheep and Goat Health Board to collect 2 cents per pound of wool as a wolf control assessment, with combined collections totaling $110,000 annually beginning in fiscal year 2015.

Authorizes the State Controller to annually transfer $110,000 from the Fish and Game Fund to the Wolf Control Fund beginning in fiscal year 2015, with the Fish and Game Commission authorized to direct how such funds are used and the Board required to comply with that direction.

Specifies that wolf control activities shall consist of legal lethal control means only and shall not include compensation for damages, and declares the act an emergency measure effective upon passage and approval.
