Requires owners or operators of domestic cervidae farms and ranches to submit brain tissue samples from at least 10% of all cervidae 16 months or older that die or are harvested to official laboratories for chronic wasting disease (CWD) testing, with reindeer and fallow deer exempted unless part of a CWD-positive or exposed herd.

Allows owners or operators to submit 100% of brain tissue samples to maintain export status under the national CWD herd certification program.

Mandates inventory and facility inspections of cervidae farms and ranches at least every 5 years, with facilities participating in the national CWD herd certification program inspected pursuant to current federal rules.

Establishes annual fees not to exceed $10 per head per year (due January 1), plus $10 per head fees for imported, exported, and transferred domestic cervidae (due by December 31 of the year of transaction), with exemptions for cervidae destined to approved slaughter establishments.

Requires all collected fees to be deposited in the livestock disease control and tuberculosis indemnity fund and used solely for CWD prevention, control, eradication, farm and ranch inspections, and program administration.
