Increases the maximum penalty for infractions from $100 to $1,300 across Idaho Code sections 18-111, 18-113A, and 49-110.

Establishes a five-tier penalty structure for infractions: amounts set by statute, amounts set by Idaho Supreme Court infraction rule 9 (as of January 1, 2014), amounts set by city or county ordinance, discretionary court-set amounts where statutes allow, or a default penalty of $15.50 for infractions without a specific penalty.

Removes the requirement for jury trial for infractions punishable by only a penalty not exceeding $100 and no imprisonment.

Clarifies that local authorities cannot make infractions into misdemeanors and establishes that infraction penalties must be set according to a payment schedule adopted by supreme court order and published annually.
