Adds new definitions to Idaho midwifery law including "estimated due date," "licensed health care provider," and clarifies existing terms for midwifery organizations and credentials.

Authorizes licensed midwives to obtain and administer specified medications including oxygen, oxytocin, cytotec, antibiotics, epinephrine, intravenous fluids, Rho(d)immune globulin, vitamin K, and eye prophylactics.

Establishes scope of practice standards prohibiting midwife care for clients with conditions including placental abnormalities, multiple gestation, noncephalic presentation, births outside 37-42 weeks gestation, prior cesarean sections within 18 months, and HIV-positive status.

Requires licensed midwives to refer clients with certain medical conditions (diabetes, thyroid disease, cardiac disease, etc.) to a licensed health care provider for treatment, monitoring, or management.

Extends sunset dates for midwifery board provisions from July 1, 2014 to July 1, 2024.
