Revises the definition of "nonbusiness entity" to clarify that contributions, gifts, or membership fees must be received during "the preceding or current calendar year" (rather than just preceding year) and must exceed 10% of total receipts to qualify.

Modifies nonbusiness entity reporting requirements to apply only to entities that are not already political committees, clarifying that entities registered with the federal election commission are exempt from state filing requirements.

Changes reporting language for nonbusiness entity disclosures to specify that individuals must have "paid" or "agreed to pay" fees, dues, or payments exceeding $500, replacing language about being "obligated to" pay such amounts.

Extends the lobbyist contingent fee prohibition to explicitly apply to lobbying activities involving communications with executive officials regarding rulemaking, ratemaking, procurement, contracts, bids, and bond issuance.

Makes technical corrections to Section 67-6621, including correcting "contitute" to "constitute" and clarifying lobbyist registration and disclosure obligations.
