Amends Idaho Code Section 18-1501 to limit the religious exemption for parental treatment choices when a child's medical condition results in death or permanent disability.

Previously, parents or guardians could choose prayer or spiritual treatment alone without violating their duty of care; this exemption is now prohibited if the child dies or suffers permanent disability.

Maintains existing criminal penalties for injury to children: up to one year in county jail or one to ten years in state prison for conditions likely to cause great bodily harm or death, and misdemeanor penalties for other injuries.

Adds felony provisions (up to ten years imprisonment) when a child under 18 is transported in a motor vehicle or vessel while the driver is under the influence of alcohol, intoxicating liquor, or controlled substances, resulting in bodily injury or death.

Defines "willfully" as acting or failing to act where a reasonable person would know the action or inaction is likely to result in injury, harm, or endanger the child's person, health, safety, or well-being.
