Amends Idaho Code Section 36-104 to authorize the Fish and Game Commission to issue controlled hunt permits for bear and turkey in addition to deer, elk, and antelope.

Allows landowners of property valuable for habitat or propagation purposes of bear or turkey to receive additional controlled hunt permits and collect fees under rules prescribed by the commission.

Amends Idaho Code Section 36-106 to add bear and turkey to the list of wildlife that may be subject to special depredation hunts to protect property from damage.

Authorizes the director to declare open seasons for bear and turkey depredation hunts and make orders specifying when, where, by what means, and in what amounts the wildlife may be taken.

Requires the director to provide up to 50% of available depredation permits to private landowners within the hunt area before issuing remaining permits to the general public.
