House Bill 470 Summary

• Creates the Idaho Wolf Depredation Control Board composed of five members (directors of Agriculture and Fish & Game plus three governor-appointed representatives of sportsmen, livestock industry, and public) to direct and manage funds for wolf depredation control through June 30, 2019.

• Establishes the Wolf Control Fund with three subaccounts: livestock subaccount ($110,000 annually from brand inspector fees and sheep/goat health board assessments), fish and game fund transfer subaccount ($110,000 annually), and other money subaccount, with funds used only for lethal wolf control activities.

• Increases the State Brand Inspector's maximum brand renewal fee from $100 to $125, with $25 designated as a wolf control assessment through June 30, 2019, and requires the Idaho Sheep and Goat Health Board to collect a $0.02 per pound wool assessment as a wolf control assessment during the same period.

• Authorizes annual transfer of $110,000 from the Fish and Game Fund to the Wolf Control Fund beginning fiscal year 2015, with the Fish and Game Commission authorized to direct the board on use of these funds.

• Declares the act nonseverable and an emergency with full effect upon passage and approval.
